LED LIGHTING UPGRADE LINCOLN

Invitations are invited to tender for the supply and installation of replacement lighting for our Garden Centre at Newark Road, South Hykeham, Lincoln. We are looking to reduce our environmental impact by the installation of LED lighting.

This procurement process is being run in conjunction with a grant application to the Smart Energy Greater Lincolnshire (SEGL) programme. The programme is part funded by European Regional Development Fund (ERDF) A supplier will be appointed subject to a grant being awarded by SEGL. If your quotation is accepted, a formal Purchase Order will be issued. Delivery and installation will be to the address stated above.

This request for quotation does not form any commitment to buy. We reserve the right to carry out credit checks on suppliers tendering.

We require the installation to be completed by March 15th 2020

The decision on who to award the contract to will be based on the following criteria.

The contract will be awarded to the most economically advantageous quotation evaluated against the following criteria

  1. Tender Price – this should ideally be for a fixed amount, any items that are subject to variation should be stated clearly – 50%
  2. An established history of trading – provide a history of the business over the last five years including the range of contracts completed – 5%
  3. References from Customers where similar contracts completed in the last three years, these should include contact details – 10%
  4. Health and Safety Record – Business’s tendering should be able to show that they operate in a safe way. This should include details (anominised) of all accidents over the last three years – 5%
  5. A public liability insurance of £5 million and a product liability insurance of £5 million – Certificates to be supplied – bids will not be considered for suppliers unable to meet this criteria
  6. The qualifications of the employees carrying out the installations must be suitable – show what qualifications of staff that will be carrying out the installation have and why they are suitable – 5%
  7. Suppliers tendering must be able to show that they operate in compliance with legal and statutory requirements. Please detail any convictions for failours to meet legal and statutory requiements over the last seven years showing what the conviction was for. – 5%
  8. Companies tendering should be able to provide an installation programme showing that they can complete the work by the required installation date. Our normal payment terms are 30 days following invoice. If payment of the work is to be made in stages this should be specified – 10%
  9. A Guarantee of the all parts installed for 12 months and replacement without charge should any part fail within that period – 10%
  10. Should a sub-contractor be used by the supplier the supplier should be able to supply information regarding the sub-contractor against criteria numbers 2 to 8

Each supplier ability to meet the criteria will scored on the following basis
0 Exceptionally Poor or Missing
1 Poor – major failings to meet the documented requirements
2 Unsatisfactory – only meets some of the documented requirements
3 Satisfactory – meets the documented requirements with only minor shortcomings
4 Good – meets the documented requirements
5 Exceptional – meets the documented requirements and offers enhanced performance

The highest scoring bid against the quality criteria will be assigned the full XX% for quality and all other quality scores will be scaled appropriately.
The lowest price will be assigned the maximum XX% for cost and all scores will be scaled accordingly.
